You will need to play Dingy Jungle on the hardest possible difficulty. Open the map by holding down the map button and confirm that the map reads "Secrets Found 0/0", this means that the scroll you need to collect has spawned. If the map reads any other numbers next to secrets found then return to your camp and reload the Dingy Jungle level.

About a third of the way through the level, your objective will be to cross the canyon. You will climb some trees and then can continue to the right or cross a wooden bridge in front of you. Cross the bridge and continue forward to find the entrance to a secret area. Survive the ambush in this area and then push the three buttons, which will open a path on the left of the area that holds the scroll to unlock Panda Plateau.
