When it comes to defining a Muslim, Shias and Sunnis agree that anyone who beleives in TAWHEED, NABUWWAT, and QIYAMAT is a muslim
Khatimiyyat means that with the coming of the Prophet of islam, the process of nabuwwat and risalat has reached its final stage – there will be no nabi or rasul after him.
Khatimiyyat covers the dimension of nubuwwat of tabligh as well as the nubuwwat of tashri‘.
Neither will there be any new revelation nor any new sharia after what Prophet Muhammad (s.a.w.) has brought.
There was a trend among some even during the life of the Prophet who looked at the Prophet as just an ordinary human being like themselves who sometimes got carried away with his emotions.
This trend is emerging during our times in a different form where the khatimiyyat of the Prophet is being diluted - they say that he was khatam was in bringing the revelation but actually, he was the khatam in the shari‘a
Shahid Murtaza Mutahhari explains the finality of the shari‘a by saying that the laws of Islam can be divided into four:
Ibadat
Akhlaq
Mu'alat; which can be divided into two:
The laws pertaining to human interaction with fellow humans.
The laws pertaining to human interaction with the environment.

The summary of his argument is that the laws in the Qur’ãn and hadith have come in the final form.
However, when it comes to the areas of laws in category 3 and 4, some areas of it can be affected by passage of time and space because of diversity of natural resources and level of technology, but in those areas of laws, the shari‘a has a built-in flexibility to accommodate the changing circumstances.
Mutahhari further explains that when we talk about “demands of time,” we should understand that “the demands of time” can be of three types:

1) If it means that whatever is new in lifestyle and ideas, we should blindly adopt it just because it is new, and discard the teachings of Islam that don’t conform with the modern trend. - This is not logical at all. Human beings are not immune to mistakes – and they themselves consider certain things to be okay but later generations realize the mistakes of the past and change the law. So we can’t just go with the flow if it is against the Islamic teachings.

2) If it means that whatever is accepted to the people in a given era should become the law. In other words, see what the people like and change the laws accordingly. Islam didn’t come to follow the people, Islam came to change the people!

3) If it means that real needs of human beings are of changing nature – yes, in this area, Islamic system has the inner mechanism to accommodate the true changes that emerge in human society. Wherever the needs of human beings are of permanent nature, Islam has given specific guidelines for all the times; wherever the needs of human beings are of changing nature, Islam has given flexible guidelines which can accommodate the changing circumstances.

The popular dispute of sons receiving double the share of daughters
Dispelling the myths of unequal treatment through Islamic inheritance
In some cases, women receive equal amounts, some times less, and some times even more than the males
While there is no problem in asking why in order to understand the rationale behind certain laws, we can't say that because it doesn't sync with our minds, therefore it isn't reasonable.
The flexibility provided by the discretionary one third of the estate

"When real needs of human beings are of a shifting nature, Islam has inherent mechanisms which accommodate true changes that emerge within human society. Wherever the needs are permanent in nature, Islam has given specific guidelines for all time; wherever the needs are changing, Islam has given flexible guidelines which adapt to circumstances."

"There is nothing wrong in trying to understand the rationale of a Divine Law, but we can't say that because it doesn't sync with our minds it is therefore unreasonable. It's important to see what Islam's perspective is, and how it came about."
