This is an HDMI and VGA video dongle that plugs into your computer with a USB-C plug. It also has a USB-C Power Delivery (PD) port that will pass power into your laptop (tested to work at 50watts which is the maximum my laptop draws, but the top claimed capacity is 60 watts). Note that the USB-C PD port is for power in only, and does NOT work for data transfer.

It does have a USB-A port and so can act as a USB-C to USB-A adapter, and you can use the USB-A port while also using the video output ports.
I tested the HDMI port and it worked perfectly. I did not have a VGA device to test the VGA port, but as everything else on the unit worked according to the specifications I fully expect the VGA video output to also work. The manual claims that you can export 2 displays (HDMI and VGA) at the same time.

For $17, this is an obvious buy if you think you will ever need to export video to a projector or screen on the road.
