Today, the graphic images on cigarette packages showing the dire consequences of smoking are taken for granted. But back in 2000, on World No Tobacco Day, introducing those images in Canada remained mired in conflict between the federal government and the Canadian Tobacco Manufacturing Council. Months after demanding the industry add the images to cigarette packaging, companies continued to resist, citing the cost and difficulties involved in making such changes. So Canadian Minister of Health, Allan Rock, used the day to raise the stakes in the fight. Rock presented his own examples of the required packaging to demonstrate the ease of doing it and make the point the industry was just blowing smoke.
