Actually this problem will be in other ARHs too, since they use same seeker codes.
My theory is 'dopplerSpeedGateSearchRange: 300', which value is 150 for any other SARHs, 100 for R-27R/ERs (only).
Since R-27ER had best notching resistance, I strongly suspecting it.
You may try with other fox 3s. The problem will happen as same.

Also, remember Snails set the radar's MPRF tracking 'mainBeamNotchWidth' as 40, for almost every MPRF PD radars.
This Video demonstrate the one fact: DL does not approve notching resistance. R-27R/ER's crazy resistance isn't came only from DL.
