“We will not make any permanent agreement of governance or parliamentary, we will speak with all political forces in the search for the best legislative and executive solutions to respond to the needs of the Portuguese and we count with everybody for that, naturally.”

STORYLINE:
The Portuguese President has appointed Luis Montenegro as Prime Minister of Portugal, following the results of the recent election.

The official confirmation followed a series of meetings between Portuguese President Marcelo Rebelo de Sousa and leaders from the most voted parties that resulted from the 18 May ballot.

“Mr. President of the Republic has appointed me to form a government, this will be a task for the coming days," Montenegro said following his meeting.

Montenegro is leader of the Democratic Alliance (AD) and president of the Social Democratic Party (PSD).

With the final counting of the ballots from overseas voters on Wednesday, the center-right DA captured two more seats to take its tally to 88.

“I informed the President of the Republic that our understanding is that the popular will must be respected so the Socialist Party will not participate in any action that hinders the viability of the government that comes from the elections," Carlos Cesar, the President of the Socialist Party said following his meeting with de Sousa.

Portugal’s anti-immigration Chega party gained the other two, notching another political gain for Europe's far right on after it was assigned the second-most seats in parliament — it will now become the head of the parliamentary opposition to the new government.

"We also expressed clearly to the President and what we assured to the country as well, Chega has a mandate to be the leader of the opposition and it will exercise that role with responsibility of leadership," Andre Ventura, leader of Chega party said.

Following the election, incoming Prime Minister Luis Montenegro was already looking at heading another minority government similar to the one that fell two months ago in a confidence vote after less than a year in power.

But now Montenegro and other parties will face an emboldened far-right competitor that campaigned under the slogan “Save Portugal” and describes itself as a nationalist party.

The results of Chega shatter the pattern of Portugal’s center-right and center-left mainstream parties alternating between heading a government or leading the opposition.
