Le Directeur Départemental Nord du Ministère des Travaux Publics, Transports et Communications, Ing. Allan Louis a dirigé l'opération de bitumage d'une partie du Boulevard du Cap-Haïtien ce samedi 13 juillet 2024. Alors qu'il répondait aux questions des journalistes, l'ing. Allan Louis s'est excusé auprès des citoyens qui attendaient la fin des travaux depuis mercredi et jeudi derniers comme il l'avait promis. L’asphaltage du Boulevard compris entre 0 à 2375 mètres, partant du carrefour de l’aéroport à la Rue 5 Boulevard. Le DDN/MTPTC a déjà confirmé que ces travaux font partie du suivi de l'État haïtien, soit environ 176 millions de gourdes pour acheter de l'asphalte pour recouvrir la route. Ing. Allan Louis a déclaré que le film COAMCO est entrain d’exécuter ce projet.
Les archives montrent que le président Jovenel Moïse en compagnie du ministre des TPTC de son gouvernement, Ing. Nader Joiséus, a visité ce chantier à plusieurs reprises en 2020 afin d'exécuter le projet pendant son mandat présidentiel.
