This build focuses on the interaction between the enchantment effect of Ice Blades, which creates an Ice Blade every 20 seconds of cooldown you spend (You press Ice Armor and it has a 20s CD = you instantly also cast a free Ice Blade) and the talents Enhanced Ice Blades and Summoned Ice Blades, which first cause Ice Blade CD to be reduced by 1 second per attack by an Ice Blade on a vulnerable target, and then additionally cause all other CDs to be reduced by 0.5 seconds per Ice Blade hit.

With this in mind we just allocate skills that have a cooldown, along with any other ways to reduce or reset those cooldowns that we can find. Then we mash our keys as hard as possibly can.

**Enchantment: Ice Blades** (the entire build will not work if you miss this)

Obviously you'll have to tinker with it slightly hased on your own gear. For example, I have +levels for Teleport and Ice Armor, so I don't have to spend points speccing into them.

For legendaries, in rough order I'd suggest picking up:

Skill damage based on available primary resource
More damage to immobilized, stunned or frozen enemies
Increased damage while you have a barrier
Taking direct damage has a chance to reset the CD on a defensive skill - (not actually certain this procs if you absorb the damage but going to assume so)
Lucky hit chance while you have a barrier
CC duration and damage to unstoppable enemies
