If your local fishing laws and regulations allow it, you can fish for steelhead in the winter as long as the river is not completely frozen, and you are able to do so lawfully.

Me and other fishing guides take a different approach to fishing for steelhead in the winter than we do in the fall or spring. We also use different techniques and baits. Even during the coldest months, we can keep our clients catching plenty of steelhead by making these small adjustments.

Since steelhead won't strike when it's too cold or when the water temperature drops below a particular level, some anglers I've encountered just give up on steelhead fishing in the winter.

Simply put, these fishermen don't comprehend steelhead. They are unaware of how temperature changes impact steelhead, including how they change where they hold, what they consume, and when. Many fishermen miss out on some of the best steelhead fishing of the year because they don't grasp these factors.
