The driver was later identified as 19-year-old Giovanni Mendez-Simon. During questioning, Mendez-Simon admitted to the officers that he had been driving without a valid license and had consumed alcohol prior to getting behind the wheel. He attributed his impaired state to being "broken-hearted," suggesting that emotional turmoil had played a role in his reckless decision to drive under the influence. As a result of his actions and the evidence gathered at the scene, Mendez-Simon was placed under arrest and charged with DUI.
