Can Foreigners, foreign nationals naturalized Lao individuals buy land and houses in Laos?

According to the land law endorsed , by the National Assembly of Laos on June 21, 2019, are outlined in this law

This law, focused on land rights, clearly specifies ownership regulations and is an initiative of the Lao People's Democratic Republic as a national famasset
It plays a crucial role in protecting national sovereignty and ensuring full independence over the country's land
The state assigns land to Lao citizens, following specific regulations and practices
and grants land use rights to Lao citizens, including individuals, groups, and Lao organizations
Foreigners, stateless persons, foreign nationals, naturalized Lao individuals, and foreign-established entities have the right to lease land, use resources
or hold limited land rights granted by the government. This allows them to live, work, and conduct business legally in Laos
according to the laws of the Lao PDR. However, they do not have the right to outrightly buy and sell land like Lao citizens.
The Lao government allows the lease and concession of land to foreigners, granting them specific land use rights for a set period through official documents
such as land use certificates and government land titles, ensuring they comply with all agreements and relevant laws
