On The Scene: Vice President Sara Duterte on Wednesday, March 4, filed a perjury complaint against Ramil Madriaga, an individual who claimed to be her bagman. Duterte previously said she had never given Madriaga "instructions of any kind" and added that she had “never visited him in prison, nor have I spoken to him about anything at any time.”
