At this point, X has defeated Colonel, but the rest of Colonel's Repliforce have already headed into space to continue their violent plot of independence.
X decided it was up to him to head after them in space and put and end to their madness. So he left Double to watch the base in his absence.
However...

Double was still clumsy and bumbling as ever. He kept being mocked and bullied by the other Hunters at Hunter H.Q.
But that ALL changed when he got a call from a familiar sinister voice... who commanded Double to KILL the Reploids that stood before him...!
When Double turned to face them... he suddenly unleashed his true form: He is actually a sleeker, more sadistic Maverick!
Double then killed the Hunters, including one that just barely managed to contact X on what was happening before he, too was struck.
When X replied, only Double was left to respond, continuing to pretend that nothing was wrong. X didn't have time to keep communicating with him during his dire mission, so he had to break contact.
(And yes, that girly voice IS still X. Same as what Rock had in Mega Man 8.)
X knew nothing about the being that had looked up to him as his liege... He was his next target!

This endgame stage takes place inside a massive Final Weapon, one that looks built to destroy the whole Earth, itself!
After a short little course of enemies, X somehow runs into Double in this huge weapon. He wondered why he was here so suddenly.
That's when Double gloated to X that everyone, including the Maverick Hunters, the Repliforce, and X himself, played at the very palms of his hands...
He then transformed into his true self, and a new battle to the death commenced!

Double is weak against X's Double Cyclone from Storm Owl. So I suggest using that on him the most while dealing with Double's onslaught of different annoying direct and indirect attacks.

Eventually, X defeated Double, who was angry to have been bested by who he believed was a mere "weakling".
Indeed, it was accurate for the yellow Maverick to call himself "Double"... for he was always a double agent!
But the question now stood at this: Who was Double working for this whole time? X had yet to know, but it was time to move on.

In the second half of this level, you can go through one of two different routes, but both of them will lead into the same boss room.
The top route feels shorter, but as X, you'll need to use his Lightning Web to climb the first spiky ledge of it.

Eventually, X catches up to the grand leader of the Repliforce, and Colonel's superior: General!
General's ultimate goal with his Repliforce was to fight back after being tried as Maverick, and use their power to build a nation of Reploids completely independent from how they lived on Earth.
X's words couldn't get through to the General, so he once again had to fight!

Suffice to say, General is HUGE! Even bigger than Frost Walrus!
His weakpoint is his head, but you're gonna have to put in work to just even hit him up there to begin with. Thankfully, one of his attacks is to launch his giant fists, which you can stand on top of.
As X, the weapon that does the most damage to General is Slash Beast's Twin Slasher.

X eventually defeated General, but General had not died from this battle unlike General. He was badly damaged, having lost and arm and a leg from the fight.
A ruckus had then occurred with the Final Weapon... Someone ELSE was trying to activate its full power and destroy the Earth!
General, in his mangled state, left it up to X to stop the Final Weapon and figure out who was responsible for controlling it! HURRY, X!
