Police Crash Boat Party And Arrest Captain Jack Sparrow In Front of His Pirate Friends. **An officer of the Florida Fish and Wildlife Conservation Commission (FWC) was on state water patrol in Hillsborough County, Florida. The officer was operating a marked FWC vessel in Seddon Channel when a Florida vessel was observed operating in the channel. A vessel stop was initiated to perform a safety equipment inspection.
The vessel operator, later identified as an adult male, was observed wearing a black pirate outfit with a red bandana on his head while at the helm. After the vessel was secured alongside the patrol vessel, the officer informed the operator—Captain Jack Sparrow—that the stop was for a safety equipment inspection.
While Captain Jack Sparrow was providing the requested safety equipment, he appeared unsteady on his feet and had to support himself by holding onto parts of the boat to maintain balance. At one point, while reaching into a compartment for the vessel registration, he lost his balance completely and had to brace himself to avoid falling. After recovering, he continued to steady himself by either sitting down or holding onto parts of the boat while retrieving documents. The officer also had to repeat some requests during the interaction.
Captain Jack Sparrow’s eyes were red, bloodshot, and glossy throughout the stop. His eyelids appeared droopy, and his speech was mildly slurred and thick-tongued at times. A moderate odor of alcohol was noted coming from his breath. Conditions in the area were calm, with minimal boat traffic and little wind.
Based on the observed indicators of impairment, the officer requested Captain Jack Sparrow to submit to a series of standardized field sobriety tasks (SFSTs) to assess his ability to safely operate the vessel. Captain Jack Sparrow declined to consent to the SFSTs.
Upon being informed that refusal to perform the SFSTs would result in the officer relying solely on observed behavior, Captain Jack Sparrow stated, “I understand. I’m going to jail, ain’t I?” He also remarked, “If you take the test it adds validation to what you are trying to do.” Shortly after making these comments, he tripped while stepping up onto the bow of the boat.
Phase 4 – Arrest of the Operator:
Following the refusal to perform SFSTs, the officer placed Captain Jack Sparrow under arrest for operating a vessel while impaired, based on observations made during the stop. The officer then inquired whether any remaining individuals on board were fit to operate the vessel. A sober individual was identified and took control of the vessel.
Captain Jack Sparrow was transported to the Hooker’s Point Substation, where implied consent was read, and he was asked to submit to a breath test. He refused. He was then transported to the Hillsborough County Jail.
