How Powerful was Palpatine (Canon and Legends)

Throughout all of the Star Wars films and across the entire franchise itself, Palpatine has been one of the biggest characters in it. The Sith Lord is arguably one of the most powerful force users of all time and not only was his raw power and skill with a lightsaber impressive, his ability to plan ahead and set events in motion was just as amazing, if not greater, in comparison to some of the smartest characters in the entirety of the franchise.
