As our nation’s crisis systems continue to evolve & grow, CCBHCs can play a critical & efficient role in serving communities & individuals in need across the crisis continuum. We discuss how prospective, new & seasoned CCBHC’s can maximize the implementation of crisis response & follow-up services with panelists from the National Council, a former state commissioner from NASMHPD & the CEO of one of the nation’s largest CCBHCs. An upcoming publication focused on these synergies & best practice frameworks from the National Council for Mental Wellbeing’s Medical Director’s Institute is also discussed.

Goals: Understand how the CCBHC model can help to better serve persons w/ severe mental illness, the importance of peer support in the CCBHC model, the functions & capabilities that CCBHC's can provide in a broader community crisis system, & how the CCBHC model can help to expand & enhance crisis services.

Presenters:
-Carrie Slatton-Hodges is a Senior Behavioral Health Advisor for the NASMHPD. Before that, she was the Commissioner & Deputy Commissioner of the Oklahoma Department of Mental Health & Substance Abuse Services for 18 years. Carrie helped ensure that addressing mental health & substance use issues were a top priority for all Oklahomans. Under her leadership, Oklahoma was regarded as an industry innovator in the nation’s launch of the 988 Mental Health Lifeline, creating a comprehensive crisis response continuum that leverages technology & alternatives to law enforcement involvement. In addition, she was instrumental in developing a statewide CCBHC system, creating innovative uses for technology & creating pay for performance systems for both mental health & addiction treatment systems. As a Licensed Professional Counselor for over 30 years, Carrie has hands-on experience & an administrative record of accomplishment to support that states can deliver transformative treatment & support services through strategic public/private partnerships. Carrie has a strong commitment to mental health & addiction recovery & believes we all deserve to live a valuable, productive life in the community.

-Dr. Parks is Medical Director at The National Council for Mental Wellbeing & Chief Medical Officer for Firsthand. He is a Distinguished Research Professor of Science at Missouri Institute of Mental Health w/ the University of Missouri, St. Louis & the National Behavioral Health Representative at Large for The Joint Commission. He practices outpatient psychiatry at Family Health Center, a Certified Community Behavioral Health Center & federally funded community health center in Columbia Missouri. Prior, he was the Director of Missouri MO HealthNet Division (Missouri Medicaid) in the Missouri Department of Social Services & Medical Director for the Missouri Department of Mental Health in Jefferson City & the Division Director for the Division of Comprehensive Psychiatric Services. Dr. Parks has conducted research & published on the implementation of evidence-based medicine, pharmacy utilization management, integration of behavioral healthcare w/ general healthcare & healthcare policy. He has received many awards for improving the quality of care & leadership.

-Dr. C.J. Davis is the CEO of Brightli, Inc, the parent company of Burrell Behavioral Health, Preferred Family Healthcare, Southeast Missouri Behavioral Health, Comprehensive Mental Health Services & subsidiaries. C.J. is also President & CEO of Burrell. These companies employ 5,000+ individuals in over 200 locations across a five-state system. C.J. has made mission expansion through strategic partnerships, mergers & acquisitions a top priority. Since the 2022 Burrell/PFH partnership that created Brightli, they have become one of the largest nonprofit mental health providers in the nation. Collectively, Brightli organizations have total revenues of more than $500 million/year. With over 25 years of experience in the mental health industry as both an executive & a clinical psychologist, C.J. has managed & practiced at nearly every level of behavioral health care, including community treatment settings, residential treatment, primary care behavioral health, inpatient hospital services & criminal justice. Prior, C.J. held executive leadership positions in Missouri, Pennsylvania & Indiana, always focusing on access to care. Since being hired by Burrell in 2017, he has remained committed to improving accessibility, expanding the company’s mission, & leading community conversations related to behavioral health issues in all Brightli markets. With a passion for community service, C.J. is on the boards of the Missouri Behavioral Health Council, Mental Health Corporations of America (MHCA) & Culver-Stockton College. In 2021 C.J. was the Springfield (Missouri) Business Journal’s CEO of the Year.
