About the Speaker
Mr. West has experience with programs, research and TA systems around the world. He worked with CDC for many years holding key roles in Atlanta and serving as technical advisor to state/local health departments, community organizations and foreign governments. In 1975, he was a member of the Smallpox Eradication Team in Bangladesh. In the 1980’s, he served as CDC project officer for many HIV prevention research projects. In 1997, he was the technical advisor to the Government of Vietnam and awarded the “Medal for the People’s Health” in 2001.

In 2003, he became FHI360’s Senior Vice President for Research responsible for overseeing and supporting the Company’s global research efforts. He later was the Asia/Pacific Technical Director and the Director of FHI360 programs and research in Vietnam.
Mr. West holds undergraduate and graduate degrees from multiple U.S. universities. He was trained and gained experience as an epidemiologist through CDC’s programs. He has authored/co-authored many publications on health issues and policies.

About the Lecture
Mr. West will summarize relevant theories, experience around the world, and best (and worst) practices for designing, delivering and evaluating technical assistance (TA) efforts. Governments and other funders at the global, regional and national levels are increasingly giving high priority to providing effective TA that can strengthen programs and health services and help make them more accessible, affordable and sustainable. Large-scale research efforts in the U.S. and especially in developing countries require major TA efforts and regular monitoring to ensure that study sites and personnel have the technical and organizational capabilities to support and are closely following research protocols and standards. A high quality TA system can make the critical difference between success and failure. In his presentation, Mr. West will draw on his own experience and his recent publication on “Designing and Assessing Evidence for the Effectiveness of Technical Assistance in Furthering Global Health”.
