लोकसभा की कार्यवाही की शुरुआत हंगामे से शुरू हुई. हंगामे के बीच नेता विपक्ष राहुल गांधी ने नीट पेपर लीक का मुद्दा उठाया. राहुल गांधी ने कहा कि हम चाहते थे कि एक दिन नीट पर चर्चा हो. दो करोड़ युवाओं को नुकसान हुआ है. पिछले सात साल में 70 बार पर्चा लीक हुआ है. बहुत जरूरी मुद्दा है. इस पर स्पीकर ओम बिरला ने कहा कि आसन ने व्यवस्था दे दी है. आप अभिभाषण पर चर्चा में बोलिएगा. वहीं दूसरी ओर राजनाथ सिंह भी सीट से खड़े हो गए और उन्होंने कहा कि पहले अभिभाषण पर चर्चा कीजिए, उसके बाद किसी भी विषय पर चर्चा करा लीजिए. इस पर राहुल गांधी सहमत हो गए और कहा एक दिन नीट पर चर्चा हो.
