Colourising in Photoshop Elements (ver 11). Use the Paint Brush (with a foreground colour of black or white to desaturate the image) and change the mode (of the brush in the Options Bar) from Normal to Color (Second last option) for the initial colour to be desaturated.

Then choose a colour in the foreground and brush the colour onto the image. If you add too much colour, just re-apply black or white using the Color mode in the Options Bar to re-desaturate the image.

Remember to re-size the brushes and use soft edge brushes for good results.
