Any person can anonymously post to 8chan. 8chan routinely receives 'false flags' or posts seeking to incriminate it. For example a person can dox themselves on 8chan and then turn around claim that 8chan doxxed them - all anonymously. The same goes for #GamerGate. Anyone can post anything, good or bad, using the hashtag. Nothing can stop someone from using the hashtag for nefarious purposes.
