This boss fight is one of many that mess with the battle system. In this fight it's still a turn based battle system, except you have a limited time to choose your actions, and you have to switch over to a third person shooter to eliminate mobs that act in real time. They'll damage your party and heal the boss, and they don't adhere to the turn system.
