After tearing across the northern Caribbean, Hurricane Georges struck the Dominican Republic on Tuesday (22/09) leaving 20 people dead and flooding the Western hemisphere's oldest city. The wooden houses that line riverbeds and hillsides were no match for the storm's 175-kph winds. The storm caught Santo Domingo, the capital of 3 million people, almost entirely unprepared.
