An arti is part of a puja (prayer) where you would move a lamp in a clockwise motion to show humility and gratitude

In the actual wedding ceremony it is a renaccment of the marriage between two hindu gods Lord Vishnu and Devi Laxmi - so the groom will Vishnu and the bride will be Laxmi. When the priest chants, he is summoning the energy of the gods to the bride and groom.

The puja which is performed on the bride and groom is the same that you would do at home - so that's why washing of their feet, giving gifts and offerings is done (to ask for blessings and for purification)

In terms of walking around the fire and the meaning - this varies ALOT depending on who you ask and which part of India you are from. Sometimes they are vows, sometimes its representative of different stages of life, sometimes its 4 rounds and sometimes its seven!
