Non-helminth and Pillage variant Koumei builds for levelcap. With the non-helminth variant, spam 1 to shield gate and prime enemies with Kumihimo since this is the only ability without cooldown while also using passive shield regen and arcane aegis for lazy survivability. In the Pillage Variant, you also spam 1 to both shield gate and strip except this will not be sabotaged by getting the Decree Envious Economy (which makes free casts).

Koumei works well with melee weapons as her 1 and 4 both prime statuses which can boost Condition Overload. There are also 9 decrees that specifically affect melee (Majestic Strike, Sweeping Blow, Venomous Touch, Royal Wrath, Smoldering Strike, Rising Agony, Dueler's Outburst, Killer's Confidence, Salted Wound) and 7 general damage decrees (Shattering Frost, Deadly momentum, Twofold Torment, Fearsome Bonanza, Critical Roll, Vicious Barb, Critical Frost) that boost damage of any weapon. This mean out of the 45 possible decrees, you have a 36% chance each roll of Omikuji to get something that benefits melee.
