Make sure you and your friend have the same version of Minecraft pe

and then go to the settings in Minecraft PE and look at the general option and turn off everything if it isn't already and then make sure that the auto updates unlocked pack is set on "with WiFi only" otherwise it won't work and make sure that this settings are the same on both devices

and then turn on the hotspot on one of the devices and connect it with the other device and the one who turned on the hotspot should create the world or just go to the already created world it doesn't matter and when that happens on the other device it should show one friend online and you should be able to click on the world that's just created or already created world of your friend

and if you follow all of the steps you should be able to play with multiplayer without
signing in.
