Professor Joe Travers, Director of the Centre for Inclusive Pedagogy at Dublin City University, Ireland, suggests solutions to segregated policies and resource allocation that limit inclusive education. These include shifting specialist resources to enable shared spaces and collaboration between teachers from both mainstream and special education as the norm.

This presentation is from a webinar on ‘Effective strategies for resource allocation and use at school and regional levels’. The webinar is part of the ‘Fostering Inclusive Quality Education in Finland and Ireland’ (https://www.european-agency.org/activ...) project, funded by the European Union through the Technical Support Instrument and carried out by EASNIE in co-operation with the European Commission’s Reform and Investment Task Force (https://reform-support.ec.europa.eu/i...) (SG REFORM).

This video examines the current landscape of inclusive education in Ireland, exploring the gap between policy ambitions and everyday practice. It discusses the growing use of separate provision for students with disabilities and the need for whole-school resource allocation that supports inclusive learning environments.

Introducing new perspectives, the session presents the ideas of diametric oppositional spaces and concentric spatial systems, encouraging more connected and relational approaches to supporting learners.

A key focus is the shift from a continuum of provision to a community of provision, promoting collaboration across schools, staffing structures, and support services. The video also highlights challenges within the Irish system, including policy–practice disconnects, barriers to collaboration, and the rapid growth of special classes, particularly for autistic students, and how these can evolve towards more integrated models.

Finally, the discussion emphasises the importance of teacher collaboration, inclusive leadership, professional learning, integrated health-education partnerships, and a whole-school approach to build sustainable, inclusive education systems that respond effectively to learner diversity.
