This is my personal tier list of all upcoming students in Blue Archive Global after the release of Hina (Dress). This is purely based on subjective thoughts and opinions, meta-wise. Feel free to comment and discuss which student deserve which tier!

Izuna and Shun could be a hard skip as they're available in Hard stages, albeit it will take ages before you collect 120 of her Elephs.
Toki got a significant buff which made her stronger and easier to use. I would say she climbed up from "Hard Skip" to "Great if you max them out"
