How: Lobbying to bump up India's rankings, unleashing ministers to bash the indices, and creating homegrown indices with cherry-picked data. The investigation reveals how the entire operation is running under instructions from the top of the government.

Why do we call it Modi’s Ministry of Truth: In George Orwell’s dystopian novel Nineteen Eighty-Four, the main character Winston Smith works in the records department of the Ministry of Truth. The ministry’s job was to decide what is the truth. Propaganda was its sole purpose.
