Appetizer: Haitian Pate

Haitian Pâté
Dough
1 cup flour
¼ cup flour extra
½ cup ice water
1 tsp salt
½ cup butter for layers
¼ cup butter for dough

Filling
1 cup ground meat
1 tbsp tomato paste
1 tsp mince shallot
1 tbsp parsley
¼ ground black pepper
1 tbsp salt
½ tsp habanero pepper
1 tsp garlic
1 cup water
2 tbsp olive oil for veggie meal (optional)
