Racism as a system of power. Racism that occurs at societal and organizational levels, giving rise to the other forms of racism. It is often pervasive and subtle, and not always intentional. It is embedded in societal and institutional policies, regulations, legislation, and ideologies that perpetuate racial disadvantage. Institutional Racism are the laws and practices those institutions create to benefit White people at the expense of Black, Indigenous, or people of color. The outcomes of these policies and practices always have negative effects on people of color. Institutional Racism is different from interpersonal or internalized racism because it does not just affect one person; it affects large groups of people at once.
