A New Year's celebration turned tragic for a family on San Antonio's East Side when a stray bullet struck 9-year-old Sebastian Rodriguez just after midnight Thursday.

The incident occurred at their home off Delmar Street near Interstate 10. Sebastian was sitting on the front porch when the bullet hit his right leg. Police are still investigating the source of the gunfire.

Sebastian described the terrifying moment, "Me sitting next to my grandma and getting shot, screaming and going inside," he said.

He vividly remembers the ordeal, saying, "Had to rip my pants open for it, and if I had to rate the injury, I literally rate it a ten."

Despite the passage of time, the pain lingers.

"It still hurts, even in the sun," he added.

The incident has left the energetic young boy shaken.

"Since the incident, I feel like it's always gonna happen again," he admitted.

State Rep. Liz Campos highlighted the need for better tracking and prevention of stray gunfire, citing Sebastian's story as a poignant example. Campos, whose own home was hit by bullets two years ago, has refiled legislation aimed at preventing such incidents.

"The bill is asking to study gunshots that are heard by technology that are never reported. So it focuses on larger cities like San Antonio, where gunshot detection systems are in use," Campos said.

House Bill 2101 is designed to protect children and families from stray and celebratory gunfire, according to lawmakers.
