"Cop Killer" (1954). From the CBS TV police series "The Lineup" (later called "San Francisco Beat" in syndication). A dead body is dumped near the vicinity of the waterfront area where a tramp is living. After he brings the case to the SFPD, the detectives are lead on an investigation that uncovers a narcotics ring.
