A Bill is a draft legislative proposal that becomes an Act after being passed by Parliament and receiving the President’s assent. Understanding the types of bills is crucial for UPSC Prelims & Mains (Polity GS-2).

In this video, Anusha Ma’am explains all types of Bills with articles, procedure, and examples.

🔹 Money Bill (Art. 110):
• Only financial matters (taxation, borrowing, CF withdrawal)
• Certified by Speaker (final authority)
• Only in Lok Sabha → President’s recommendation required
• Rajya Sabha → advisory role (14 days)

🔹 Financial Bills (Art. 117):
• Category I (117(1)): Like Money Bill + other matters → Lok Sabha only → RS has full powers
• Category II (117(3)): Expenditure from CF but not Art. 110 → either House → equal powers

🔹 Ordinary Bill:
• Any matter except financial
• Introduced in either House, simple majority
• Example: RTI Bill

🔹 Constitutional Amendment Bill (Art. 368):
• Special majority (2/3rd present & voting + majority of total strength)
• Some require ratification by half of state legislatures
• President cannot withhold assent

🔹 Appropriation Bill:
• Legal authority for govt. to withdraw funds from CF of India
• Lok Sabha only, on President’s recommendation
• RS can recommend changes

🔹 Finance Bill:
• Introduced with Union Budget
• Finance Bill I: Only money matters → Money Bill
• Finance Bill II: Taxation + other matters → Financial Bill (Cat. I)

🔹 Private Member’s Bill:
• Introduced by non-Minister MP
• Needs one month’s notice → rarely passed but important for debates

🔹 Public Bill:
• Introduced by Minister → represents govt. policy
• Most laws passed are Public Bills
