In case anybody gets stuck on this situation here is a quick video to get you past it.

When you first get to Jubilife City there will be a mini game that involves finding all three clowns. They are super easy to find, but after you find them all they don't move from their position!

If you're trying to walk through the Jubilife TV Station entrance to get the Mystery Gift feature then this is a huge road block.

To get around the clown you have to have already beaten Roark which is the first gym leader. After you defeat him head back to Jubilife City to meet up with Rowan and Dawn just north of the TV Station entrance. Once you battle Team Galactic and meet Bebe for the first time you will find that the clown has moved away and you can now enter the Jubilife TV Station freely.
