Super Animator : Mitsuo Iso (磯光雄)

Iso began to stand out in the industry with his work on Gundam War in The Pocket #01, making animation so realistic that according to Toshiyuki Inoue, it put realistic animators of the time to shame.

After working part-time on Sunrise, he joined Ghibli from 1990 to 1992 and participated in some studio projects, as well as outside projects. He was invited to join the production of Neon Genesis Evangelion early, where he served as an Animator, Scriptwriter, and Assistant Designer.

Despite being considered one of the greatest exponents of the Realistic Animation School, he was never really under the supervision of Takashi Nakamura. He participated in works such as Peter Pan no Bouken and Gosenzosama Banbanzai!, in which he was able to relate to the followers of the Realistic School.
Gosenzosama Banbanzai! it probably largely defined his style from that point on; Less detailed designs and much more emphasis on character movement, after this he also created the "Full Limited" / "All Key Frames" / "Full-3s" technique.

Since Iso was focused on the Full Limited, his animation is fundamentally different from Inoue and Okiura's, as he generates movement that "goes forward" since his animation has no in-between frames.

His style is defined by a masterful handling of movement, his cuts have a beautiful acting of characters that is based on reality, he usually presents a lot of three-dimensionality in his drawings based on an incredible handling of shadows, great weight management, strength and various reactions in clothing, body and hair in response to different actions, as well as a very solid effects animation.

He also adds elements of cinematography to his work, mainly showing an excellent handling of the camera to represent different sensations such as weight or size, as well as many effects to integrate all the components of his animation.

He has a very peculiar base design style and it is quite common for it to stray from the character model in favor of simplification, expressiveness, and movement of the characters.

He was not only a great exponent as an animator, but he was one of those who promoted animation with digital effects in the industry.

Iso is easily one of the best animators in all of Japan, or at least until he retired a few years ago, his last work as an animator being Shinichirou Watanabe's Blade Runner: Black Out 2022.

What is Sakuga?
Sakuga (作画) literally means drawing.
It is not something specific like "super spectacular animation", but the term is used to define a well animated sequence and that's it, good animation.
Animation is fundamentally movement, so a sequence with good movement is already good animation / sakuga, the effects and uses of cinematography are only added to the base.
