I found Moon's "I'm putting you in time out!" voiceline in Five Nights at Freddy's: Security Breach, this video shows an alternative way you can trigger it in-game, without mods or hacking. Moon's "I'm putting you in time out!", previously thought unused, can actually be triggered by getting Moon to charge at you as a result of staring at him too long for a 3rd time, during the end-of-the-hour, or 'TVA' lights out sequences. Normally, Moon's first charge will usually kill the player as he runs extremely fast and the game sometimes forces his jumpscare on you if he doesn't reach you in time.

Using some glitchy moon spawn locations, we can get Moon to simply dissapear when he tries to charge at you, resulting in no death. By doing this, we can hear Moon's other two charge voicelines ("Good night..." and "I'm putting you in time out!"). In this video, I used Moon peaking down from the curtains above the stage near the Freddy door in Rockstar Row. Anther location you can do this is the couch on Freddy's room, and some of the display cabinets which Moon can spwan inside of. Moon's spawn behaviour is random, but whenever he spawns, it will always be near you, so just hang around these areas a bit to get him to Spawn there. By leaving and coming back to Rockstar Row without entering a recharge station, the time will reset to 3:55am, giving you effectively infinte time to do this.
