What manual does the VA raters use to determine VA disability ratings?

There are a few different manuals that the VA may use to help determine disability ratings. The most common one is the M21-1 adjudication manual. The VA may also use the Veterans Benefits Administration's Schedule for Rating Disabilities, which lists various disabilities and assigns them a corresponding severity rating. Finally, the VA may also consider individualized factors specific to each veteran's case in order to assign a disability rating.

New laws are being created by congress and the VA secretary is making updates to the M21-1 adjudication manual. The M21-1 is a huge part of the VA claims process and all of the raters are not on board with these changes which is unfair to the veterans they are supposed to be rating fairly.
