Richard Nixon saw the presidential budget as a way for the president to control national policy. He believed the president should have strong authority over spending decisions, even after Congress approved the funds. To enforce this view, Nixon often used a method called impoundment, which means he refused to spend money that Congress had allocated for certain programs he didn't support, such as housing or education. This caused a major conflict with Congress.

He also increased the power of the Office of Management and Budget, giving the White House more control over how federal money was used. Nixon's goal was to limit the size and influence of the federal government and give more responsibility to state and local governments, a policy he called New Federalism.

In response to Nixon’s refusal to spend appropriated funds, Congress passed the Congressional Budget and Impoundment Control Act of 1974. This law made it harder for presidents to impound funds and gave Congress more control over the budget through the creation of the Congressional Budget Office.
