This game is the opposite case of "Disney Pixar Cars", where the Arcade version is based on the PS3/X360 and the PC version is based on the Wii version.

Here in the Sonic All-Stars game, the Arcade version is the Wii version (equivalent to PC Low or Medium mixed settings), and the PC version is based on the PS3/X360 version.

I tried to paste the PC graphics settings in this version, but the game just stops working (crashes), which indicates that it actually has different assets compared to the PC native version.
