To get Roserade you need a Roselia. It’s pretty easy to catch one as they are pretty common. After obtaining Roselia simply use a Shiny Stone on it regardless of level or gender and it will evolve into a Roserade. Roselia is catchable on route 117 West of Mauville City. Shiny Stone location is Route 121, Mt. Pyre, and Super Training From Secret Pal in Secret Base. I wrote this in case you didn’t want to watch the video.
