The Supreme Court has issued a significant directive to the authorities in Delhi, Noida, Gurugram, and Ghaziabad to address the "extremely grim" situation of dog bites and rabies. Citing a news report about stray dogs attacking children, the Court has taken a serious stance, emphasizing that infants and young children should not fall prey to rabies. The Court has directed authorities to immediately begin picking up all stray dogs from all localities and shift them to shelters.

The Court has made it clear that sterilized dogs should not be released back into the same locality, calling this practice "absurd and unreasonable". The directions explicitly state that stray dogs should be detained in shelters and not released back into public places. To enforce this, the Court has directed the creation of dedicated forces to pick up strays and has warned that any individual or organization obstructing this process will face legal consequences.

Key Directives:
Shelter Creation: Authorities must immediately create dog shelters and report on the infrastructure's creation within eight weeks. The shelters will house sterilized and immunized dogs, and their operations will be monitored by CCTV to ensure no dogs are released.

Stray Dog Capture: Stray dogs are to be picked up from all localities, with a focus on vulnerable areas, to make all localities "free of stray dogs".

No Release Policy: Not a single stray dog picked up from any locality should be released. The Court will take "stern action" if this occurs.

Helpline & Response: A helpline must be created within one week to report dog bites. Authorities must capture the dog within four hours of a complaint, and the dog will be sterilized, immunized, and not released under any circumstances. Medical facilities must also be informed so the victim can be treated immediately.

Vaccine Availability: Authorities are directed to provide detailed information on the availability and stock of vaccines.

No Interference: The Court has warned that any interference by individuals or organizations in the implementation of these directions will be treated as contempt of court. The Court rejected a suggestion to allow stray dogs to be put up for adoption, stating that they "should not become pet dogs overnight".
The Court also stated that "no sentiments should be involved" in this exercise.
