You can now find a leaderboard on https://www.speedrun.com/Turbo_OutRun... for my game.

I also did an attempt to get the world record, which I did and this video is the proof.

I've used the manual transmission of course and my steering wheel with all the available settings. (Using a steering wheel doesn't make the game easier, since you have to react really fast sometimes, especially with manual shifting with clutch.)
