Ethiopia has declared a state of emergency following clashes between the military and local militia. Officials have not said whether the decree applies across the country, or just in Amhara. Fighting has broken out there between the Fano militia and the Ethiopian National Defence Force in the last week, and has quickly escalated into a major security crisis. Mukesh Kapila from University of Manchester weighs in.
