The SCO, established in 2001, has expanded its focus beyond security to include areas like counter-terrorism, intelligence sharing, and economic cooperation. The recent inclusion of Iran and Belarus has been interpreted as an effort by China and Russia to forge a more explicitly anti-Western bloc.

While the summit aims to foster cooperation, observers note low expectations for major practical outcomes, with questions remaining about the SCO's long-term mission and its ability to resolve internal conflicts. Notably, the SCO has not issued a joint statement on the war in Ukraine, and its role in de-escalating recent India-Pakistan tensions has been minimal. However, the group has strongly condemned recent military strikes on Iran.
