U.S. concludes Putin likely didn’t order Navanly’s death but ‘not absolving’ him of responsibility

While U.S. intelligence agencies have determined that Russian President Vladimir Putin did not directly order the killing of opposition leader Alexei Navalny, they are “not absolving” him of any responsibility, reports NBC News Global Security Reporter Dan De Luce.
