According to her, a conviction for crimes of small and medium severity does not give a person the opportunity to live a normal life, get a job or take out a loan, and these problems extend to the whole family. “Many people have already served their sentences, and their convictions hang on them like chains,” said the Ombudsman. She noted that many employers do not want to hire a former convict, so it is important that those who do not pose a serious danger to society have no criminal record. Earlier, Moskalkova advocated the opening of an orphanage in all women's colonies so that women who gave birth could live there with their newborn children. The Federal Penitentiary Service will take part in the development of the bill.
