Service operates along JFK Boulevard and Sip Avenue between Bayonne and Journal Square. North of Journal Square, buses travel on various local street including Central Avenue, Congress Street, and Patterson Plank Road. During rush hours, some buses begin/end at JFK Boulevard & 61st Street.

In the northbound direction, buses are pick-up only until Journal Square. Local riders would need to take the 10 for points including Journal Square. The first drop-off from Bayonne is Hoboken & Summit Avenues (north of Journal Square). This policy is in effect daily from 4:30 AM to 7 PM. Route 119 buses are open-door in the southbound direction on all trips.
