"This is your moment to rise as effective stewards of your respective localities, to drive progress in your communities and to nurture a culture of collaboration among all concerned stakeholders," President Ferdinand R. Marcos Jr. underscored as he graced the second day of the Local Governance Summit 2024 at the Philippine International Convention Center (PICC) in Pasay City on August 23, 2024.

In his keynote message, the President emphasized the critical role of local government units (LGUs) in the Administration's governance agenda geared towards building a 'Bagong Pilipinas.'

He lauded the Department of the Interior and Local Government (DILG), the Union of Local Authorities of the Philippines (ULAP) and international partners for organizing the Summit, describing it as an opportunity to reflect on the responsibilities of transforming communities.

"This is an opportunity for each of us to reflect on the huge responsibility that we all hold in our hands — the ability to transform our respective communities and the lives of those in the communities under the banner of Bagong Pilipinas," he said.

The Chief Executive also highlighted the government's nationwide efforts to promote the adoption of the eLGU system, an electronic business one-stop shop designed to streamline government transactions.

Beyond digitalization, President Marcos Jr. addressed the pressing issues of public health and environmental management.

He also announced the signing of Executive Order (E.O.) No. 68 that strengthens the Lupong Tagapamayapa Incentives Awards System by increasing the number of award categories from four (4) to 10, including the Hall of Fame and Peace Champion awards.

Looking forward, the President mentioned the forthcoming amendment to E.O. No. 138, s. 2021 which will provide clearer parameters on the devolution of functions, services and facilities to LGUs.

"Your cooperation with the national government is invaluable for it is only with your help that we can achieve our shared aspirations. As leaders, let us remain worthy of the trust and confidence of our fellow Filipinos," President Marcos Jr. concluded in his speech.
