The Prime Minister has been accused of 'running scared' after he refused to hold a debate on his plans to axe the winter fuel payments for 10 million pensioners. Sir Keir Starmer has defended cutting the winter fuel allowance as he faces pressure to rethink the move.

Defence Secretary John Healey describes it as a 'big and difficult' decision.
