Vermont Special Education Rule Changes were scheduled to take effect July 2022. However, the Vermont Legislature passed Education Bill H.716, which includes a one-year partial delay of the Special Education Rules. The changes that will take effect this year are the definition of special education services and increased parent voice in the IEP process. The Rule changes involving adverse effect and the addition of functional performance; and the elimination of the discrepancy model will be delayed until July 2023.
